Toby was dealing with Andy, Leo with Jordan, and Bartlet with Abby and the girls. All of them also realized that they were facing a problem with "the women", meaning the constituency of women.

She wasn't caving, though! She moved him back the first row but told him that when he wasn't there, a note would sit on the seat with his name and the name of his publication. There would also be a new camera position focused on the seat so that C-SPAN could go to it whenever they wanted. Finally, if there was a substitute sent in Mitch's place, he'd be called on for the first question! After explaining all of this, C.J. expressed the root of her frustration with Mitch's pettiness: "This should be about other people, don't you think?"
