It has been said that the producers of the show always kept an extra "Penguin" script ready if Meredith had time between other roles. Penguin's henchmen often seemed to be named after bird or fish themes. The distinctive laugh the Penguin demonstrates in this series was based on the character's cigarettes irritating the throat of ex-smoker Meredith. Actor Burgess Meredith (1907-1997) also portrayed Mickey in the "Rocky" series of films.

This version of Penguin was noticeably different than many others with the character having fused fingers that make his hands resemble flippers. He also sometimes acts in animal-like ways and at one point eats a raw fish. In the film, he teams with Catwoman to attempt to frame Batman for murder.
