Answer: To punish man for accepting the gift of fire from Prometheus

Prometheus and his brother created the first man and set about providing man and all other animals with faculties needed for them to survive. When the task came to providing man with his gift there was difficulty in deciding on what should be given to show man's supremacy over other animals. Eventually, Prometheus, along with the help of Athena, went up to heaven in a chariot and brought back to earth fire which he had taken from the sun.

The Gods were angered by this and so created Pandora in order to punish man.

Zeus ordered Hephaestus to mould Pandora out of the Earth. Hephaestus was the only Olympian to have been exiled from Mount Olympus. Other sources claim that it was the fall which crippled Hephaestus.
