Answer: Aragorn.

While Aragorn, Eomer and Gimli rest, the Uruk-hai light explosive mines and blow up the culvert. Legolas was not present at the time and Theoden was inside the caves, waiting for the right time when he and the Eorlingas could charge the enemy down.

Sam takes the Ring, the Phial and Sting from Frodo as Sam thinks he is dead. However, Frodo was only paralyzed. Sam gets this news from the Orcs when they find Frodo's body.
