Sparrow spots him, and Ryan moves in to intercept.

Answer: No

Unbeknownst to Ryan and company, Strokov wasn't there to assassinate the Pope, but to kill the assassin after the fact. Jack manages to catch him before he does that, thinking that he's saving the Pope's life in the process. But, even the best intelligence can be lacking in the necessary detail, as Strokov's hired Turk still manages to shoot the Pope.
