The giant crack that opened up in the village was later found to have been caused by an underground military test explosion. The explosion resulted in the release of a mutated mycoplasma that had been developed for biological warfare and stored underground. The mycoplasma formed a yellowish fog around itself.

Answer: Tom Abbot

Tom Abbot was caught in the fog while poaching on Colonel Meredith's land. The mycoplasma in the fog caused insanity in Tom Abbot who then went on to murder Colonel Meredith, the colonel's wife and two members of his staff.

Although the fog had been destroyed, many people were still suffering from the insanity it caused. A blood transfusion could cure the condition. To prevent more people like Inspector Barrow from causing further damage to themselves and others London was sprayed from the air with large quantities of a sleeping gas.

While the population were asleep, the medical authorities could safely start treating them.
