Emperor Palpatine wields no physical weapons (like a light saber) in the original trilogy.

Darth Vader loved to choke people, but possibly got soft in his old age; after choking at least four people (Antilles, Needa, Ozzel, and Motti) in "A New Hope" and "The Empire Strikes Back", he choked no one in "Return of the Jedi".

This entire scene is purely symbolic, as it has no real impact on the story. No reason is ever given as to why Vader removes his helmet or what he is doing in that chamber. In the novelization of "The Empire Strikes Back" by Ryder Windham, there is this line: "'Take a gook look, Admiral,' thought Vader. 'Imagine the worst, and let your fear fuel my power.'" This is a handy inclusion for the book, but those of us who just enjoy the movies are free to speculate on the scene as we wish.
