Answer: Michael Douglas

Michael Douglas played the part of William "D-FENS" Foster. (The D-FENS is from his license plate, and what he is actually credited as in the closing credits.) Douglas said playing the part gave him the feeling of playing a veteran of the military and of someone who looked like he belonged more in the 50s or 60s.
2. How much did William Foster think a can of Coca-Cola should cost at the convenience store he was in?

Answer: 50 cents

William was forced to buy something to get change to make a phone call, so he decided to buy a can of Coke. He was rather taken aback at the cost of 85 cents, and demanded he pay 50 cents for it. When the shopkeeper demanded he leave, William decided to stay.

When the shopkeeper got a bat to try to chase him off, William intercepted it, then busted up the store over the cost of everything, finally convincing the shopkeeper to sell him the Coke for 50 cents.
3. What weapon did the one gang member pull out to make William give up his briefcase?

Answer: butterfly knife

While sitting on a rock to check out his shoe and rest, two gang members accosted him. William decided to just respect their land and leave, but they demanded he pay a toll, and decided he give up the briefcase. When he initially refused, one of them pulled out a butterfly knife and pointed it at him. William seemed to decide to give up the briefcase, but also grabbed the bat he took from the shopkeeper and hit the one member in the face, then hit the second one in the arm, running them both off, and then picking up his dropped knife, pocketing it, and moving on.

Full disclosure; the only thing in his briefcase was his lunch, as to be found out later when he gave it up to a homeless person, and when he opened it, found only food in it.

Answer: Lake Havasu City

His plan was to move to Lake Havasu City for retirement, and the show took place on his last day at work, where he found himself piecing together William's antics. While he didn't really say this, he made subtle gestures to it, like singing the song "London Bridge" (alluring to the original London Bridge being in the city), and when the other police officers made him a cake, but couldn't fit the entire city name on it.
5. Did William order breakfast at the Whammyburger?

Answer: No

He walked in to order breakfast, but missed by a couple of minutes. The manager came over to reiterate that they are serving lunch now. At that point, he pulled out the Uzi he got from the gang member. After scaring the daylights out of everyone in there, he decided he'd order lunch after all.

Then, though he did not do anything bad about it, he compared his burger to the one in the picture, and asked if anyone could tell him what the problem was. A boy slowly raised his hand.
6. How many people did William end up intentionally killing throughout the movie?

Answer: 1

The only person whom he intentionally killed was Nick, the surplus store owner, who tried to personally apprehend William because he didn't agree with his white supremacy views. He managed to use the butterfly knife he obtained in his first encounter with the gang members to stun him, then used Nick's own gun to murder him. The others who could have died because of his actions would be the one surviving gang member after they tried unsuccessfully to shoot him in a drive-by, and after picking up one of the Uzis, shot a single bullet in his leg. Also, there would be the insufferable, jerk golfer who had a heart attack in front of him and needed his heart pills to live, which were in the cart William shot and sent rolling into a water hazard. There was also the incident with the bazooka and the construction site.
7. Who taught William how to use the bazooka he obtained?

Answer: a kid on a bike

Upset that the department of transportation was "fixing" a road that was, according to William, just fine the other day, he pulled out the bazooka and planned to give them something to fix. However, he had a little problem with operating it, so a kid on a bike nearby helped him, and he successfully fired the missile into a hole in the ground, and it traveled a ways before blowing up and sending debris and construction workers fleeing, and impressing the rest of the kids watching.
8. What was William Foster doing at the country club that made the one old guy upset?

Answer: just passing through

William decided to climb the wall of a members only country club to take a shortcut. The one old guy playing golf, whose name was Frank and whom was wearing pink and a goofy looking hat, started complaining about him walking through, and demanded he leave going back the way he came.

Despite his friend warning him that it might not be a good idea to bother William, Frank decides to just play on. When he hits his ball, it barely misses William, so he pulls out one of the weapons, and starts having a fit on Frank for trying to hit him with a golf ball, and for what the land their country club was on could be used for.

As mentioned in question 6, William then shot their golf cart, sending it straight into a water hazard and Frank into cardiac arrest.

When Frank says he needs his heart pills, which were in the golf cart, William basically told him "Too bad."
9. How did William die?

Answer: Pendergast shot him.

William finally caught up to Beth and Adele, and after talking to Beth a bit, Pendergast interjected himself, then with a nod, Beth kicked the gun out of his reach, threw it in the ocean, and ran off with Adele, while Pendergast held him at gunpoint. At this point, William said he had another gun and goaded Pendergast into shooting him.

His gun was actually a water pistol, which he did shoot water at Pendergast with it and then, before dying, said he would've got him.
10. Did Pendergast end up retiring?

Answer: No

After Bill Foster's reign was over and the crime solved. He sat down with Bill's daughter. When she asked him his name, he said it was "mud". When she said it wasn't, he admitted it would be when he told his wife he wasn't retiring.
