Answer: Saruman

Saruman spoke these words from the balcony of his tower. He was addressing thousands of his orcs who were mustered below, ready to march against the people of Rohan.
2. Who told Aragorn, "You ride to war but not to victory."

Answer: Elrond

This was not the most inspiring thing Elrond could have said. He then went on the explain that a fleet of Corsair ships were sailing from the south, and that they would arrive at Minas Tirith within two days. He told Aragorn that more men were needed, and when Aragorn said there were no more men, Elrond suggested 'those who dwell in the mountain'.

Answer: Outside the Black Gate

The men of Gondor, and of Rohan, had ridden to the Black Gate in the hope that their presence would distract Sauron, and thereby divert the Dark Lord's attention away from Frodo.

Answer: Denethor

Denethor had just viewed Sauron's army, which was gathered on the Pelennor Fields. Denethor's men were not inspired by his order. They actually looked very confused. Gandalf, who didn't like the command at all, used his staff to hit Denethor three times, and then shouted some more worthwhile orders.

Soon after, the Rohirrim began their charge. Though the orcs fired a volley of arrows that bought down some of the riders, they didn't stop the charge.

The boy was Haleth, son of Hama. The boy told Aragorn, as the people of Rohan waited for battle, that the men were saying that their situation was hopeless. The movies do not make it clear if Haleth, whose father had been killed in the Warg attack, survived the Battle of Helm's Deep or not.

Theoden made this comment while his army was gathering at Dunharrow. The statement wasn't up to Theoden's usual standard of encouragement. I put this down to the fact that he was tired, and disappointed that not enough men had turned up.
