Answer: Bilbo

Bilbo said this during his 111st birthday party, leaving the audience trying to figure out what he meant before he left them forever. He said this to tell the hobbits that he did not like many of them, and he did not want to know much about them either, thus giving them his opinion of them and a brief explanation of his reasons for leaving.

There might be some debate that this was spoken by Saruman, but the words actually came out of the mouth of Theoden, so this was made clear.

"Legolas, what do your elf-eyes see?" Aragorn asked when they were gazing across the plains of Rohan, while chasing the orcs that captured their friends, Merry and Pippin. Legolas answered that the Uruk-hai from Isengard were taking Merry and Pippin to Isengard.

Answer: Frodo

Frodo, Sam, and Gollum had been captured by Faramir and other Gondor rangers on their way to the Secret Stairs at Cirith Ungol, to which Gollum had promised to lead them. They were brought to Osgiliath. Under the control of the Ring, Frodo said this to Sam, Gollum, Faramir, and the others when he sensed the Nazgul coming to attack Osgiliath. In this sentence, "they" were the nine Nazgul.

During the Council of Elrond, Boromir said this to Frodo, while representing Gondor to help the hobbit to complete his task. At the Council, Boromir suggested to use the Ring against Mordor, but the idea was rejected. He later supported Elrond's decision to destroy the Ring - at least, early on.

Sam stopped in the field and told Frodo that he would be going farther away from his home than he had ever been. This indicated that they were truly leaving their homes behind and that they were going on a perilous journey with unknown dangers ahead.
