When Tumnus first encounters Lucy, he makes this error, mistaking Lucy for a dwarf. After Lucy corrects him, Tumnus is shocked...she is actually a Daughter of Eve!

Answer: Edmund

Edmund follows Lucy into the wardrobe after her second entrance into Narnia. After making this statement (to himself), he wanders into the wintery land, soon encountering the wicked White Witch. The statement is ironic because he had been the most skeptical about the existence of Narnia.

They cannot help but be shocked when they see that Narnia is an entire world in and of itself.

Naturally, Peter isn't that cruel, but he is annoyed by Mr. Beaver's persistence. Soon after this moment, the children encounter Father Christmas, aka Santa Claus!

It is all part of the prophecy that states that two Sons of Adam and two Daughters of Eve will arrive in Narnia, supplanting the cruel rule of the White Witch.

Answer: Peter

Specifically, Peter says this to the rebellious Edmund (for example, at the very beginning when Edmund goes back into the house to retrieve his father's photo while the area is being bombed), who seems to contradict Peter's requests quite often. During the final battle scene, Peter says this in a more loving way as Edmund has helped save Narnia with his brave efforts.
