The 1988 competition was held in the RDS Simmonscourt Pavilion in Dublin, Ireland. The Pavilion is the home of the Royal Dublin Society, founded in 1731.

Answer: Switzerland

Switzerland won with its entry "Ne partez pas sans moi" ("Don't Leave Without Me"). It was sung by Canadian singer Celine Dion, who soon afterwards became one of the best-known singers on the international scene.
