Answer: Brazil and Spain

As part of its campaign to promote fair play, the 14-member FIFA Techincal Study Group regularly appraises team conduct on and off the pitch. The TSG takes into account every match in the final competition, but ultimately only the 16 teams who progressed to the second stage were eligible. Brazil and Spain each earned 886 points out of a possible 1000. Spain has never won the award before, but Brazil has been honored three times prior (1982, 1986, and 1994).

The Gillette Best Young Player Award was the newest of the FIFA awards, and in the 2006 World Cup went to the most outstanding young player born on or after January 1, 1985.
