Answer: Toby Ziegler

In the previous episode, President Bartlet attended a town hall event and the episode ended with gunfire on the President and his staff. This resulted in not only President Bartlet being shot but Josh as well. When Toby first saw Josh, in this episode, he noticed that Josh was bleeding from a gunshot wound.

He immediately requested for paramedics to attend to Josh. This wound would have even more troubling health effects on Josh in later episodes of this season.
2. Who directed this episode of "The West Wing"?

Answer: Thomas Schlamme

Schlamme, a native of Houston, Texas was credited with directing this episode of "The West Wing", per the show's opening credits. Due to his directing of the show, he won two Primetime Emmys for Outstanding Directing in a Drama Series. One of the wins was in 2001 and the other was in 2002. In 1983, he married actress Christine Lahti.

However, before he got to the limo, he was hit in the side and the limo driver turned around and drove directly to the hospital. While most of President Bartlet's staff went to the hospital to see how he was doing, Leo decided to go back to The White House and to the situation room. When he got there, he met with Vice President Hoynes, National Security Adviser Nancy McNally, and more people to discuss a potential attack aimed at the United States and how to thwart it.

Right after Leo met with others, in the situation room to discuss a possible attack against the United States, Nancy McNally, the National Security Adviser, warned him that she felt Iraq was at the cornerstone of the attack.
