The CIP firewall protected infrastructure within the country, including the national power grid, water treatment and distribution systems and transportation systems. Since Latham had worked on the project to install the firewall, the terrorists knew he could build a device to override it. He was forced to do so, and the terrorists tested it on the air traffic control system.

Answer: They discovered that Tony Almeida was alive and was working with terrorists.
