President Taylor asked General Juma to release the hostages since he had captured her, and she was his target. He said he would release one hostage, and he picked a man out of the crowd. He then brought the man in front of President Taylor and shot him.

He told Buchanan what his plan was, to which Buchanan responded "it's a suicide plan". Buchanan then told Bauer that he (Bauer) was the only one who could find out who was helping Juma and stop further attacks, and Buchanan rushed into the room and blew it up. Bill Buchanan received a silent clock.
