The episode opened up with Charlie and President Bartlet in a limousine going to the airport to fly to Portland and Charlie informed him how the Assistant Secretary of Energy wanted to meet him. President Bartlet found it odd he flew into Portland in the middle of the night just to meet with him. Sam was on Air Force One and heard the pilot speaking on the intercom so he got up to speak to Toby. He said to his boss how the speech just was not going well and he had a difficult time writing it. Toby seemed shocked since he remarked how they had been in meetings for weeks and therefore there should have been enough for Sam to write the speech. Toby told Sam to meet him in the conference room so they could discuss the speech.

Midway through the episode, Josh opened up his office to Congressman Skinner to have a talk with him about a bill regarding gay marriage. Congressman Skinner informed him how the bill's intent was to federally define marriage as between a man and a woman but how it said nothing about marriage at the state level. Josh reminded him how, during discussion on the House floor about the bill, there were many derogatory remarks said towards gays and lesbians. Congressman Skinner stated he knew of that and then Josh implied how shocked he was that Skinner would support the bill as he was gay.
