As the opening credits rolled, Sam was seen speaking to Donna since it was her turn to testify before the committee on President Bartlet's multiple sclerosis concealment. Sam asked Donna if she wanted to talk to Josh about the testimony but she told him that Josh was upset at her.

He suggested that he should send Vice President Hoynes down there to talk to the locals but President Bartlet said Hoynes would not want to do it. Leo persuaded President Bartlet to send him down to Texas so President Bartlet changed his mind and agreed to send Hoynes there.

Hoynes warned Bartlet that the NRA may criticize him for trying to capitalize on the shooting in order to push forth gun control legislation.
