When we first saw President Bartlet in this episode, he was in the oval office with Charlie nearby and he was about to head on out to his helicopter. He informed Charlie that he did not see the propellers to the helicopter turned on at that point so Charlie suggested that perhaps they were trying to save gas. President Bartlet asked Charlie if the pilots knew he wanted to leave that day and Charlie assured him they knew.

As soon as President Bartlet was about to head on out to his helicopter, Leo entered the oval office to alert the President that he could not go. President Bartlet went to a meeting regarding the silent submarine out by North Korea and it was after the meeting that he spoke with Leo. Leo suggested he contact someone at the State Department regarding the submarine so President Bartlet asked him about Peter, an official in the State Department. Leo said Peter was unavailable at the moment since he was recovering from heart surgery so President Bartlet said they would speak to someone else in the department.

Bruno Gianelli, President Bartlet's campaign strategist, was first seen in this episode in a private meeting with Sam and he showed him some leaflets which demeaned President Bartlet. Sam asked Bruno if those leaflets came from someone inside President Bartlet's campaign and Bruno assured him they did not. Bruno told Sam he would need eight million dollars to get some new ads to promote President Bartlet's campaign for re-election.
