Answer: Josh

Josh was extremely uptight and taking it out on the callers hired to collect the polling information after the State of the Union. Josh wanted to be with the President but he had to be at the phone banks.

Answer: President Bartlet

In an excellent dramatic build up to Bartlet entering Congress to deliver his third State of the Union address, we see him walk along with Leo, Toby, Sam and Charlie. They arrive at the door but Bartlet holds back and says a silent prayer and then asks the announcer to proceed. Bartlet strides into the chamber confidentially as Sam and Leo look on extremely proud and the titles roll.

Josh was getting anxious that Joey hadn't arrived yet as her plane had been delayed. When Joey arrived Josh demanded to know where she had been and she pointed out that her plane had problems and she couldn't personally fix it. Josh replies, "Is this the kind of Noel Cowardesque wit I can expect all night long?" Joey then starts the polls.

The President wanted Charlie to speak to Abbey about a cheque for five hundred dollars that hadn't been cashed. Charlie inquired, "And why doesn't he just ask the First lady about the $500 cheque himself in the normal course of, you know, being married to her." Mrs. Landingham points out that Abbey usually yells at Jed when he inquires about things like that. Charlie points out, "Well, she's gonna get angry and yell when I inquire too." Mrs. Landingham replies, "Well, the President doesn't care so much about that." Charlie remarks sarcastically that he has a great job!

Charlie visits Abbey to talk about the five hundred dollar cheque and she tells him that she was told not to go to the reception in the same clothes in which she went to the speech. Abbey remarks, "I could just tell people that I have two outfits exactly alike." Charlie replies, "That's what I would do."

Leo was called into the situation room about 5 DEA agents who were kidnapped by the CRF in Bogota. The agents had been assisting police in evidence gathering at a cocaine lab. Leo remarks, "They're gonna shoot these guys."

Sam asks the President to take it upon himself to speak with Ainsley Hayes in the near future and suggests that he says, "You know, a lot of people assumed you were hired because you're a blonde, Republican sexkitten and they were obviously wrong and keep up the good work."

After Ainsley successfully completed her interview on "Capital Beat", she got the bartender to make her a pink squirrel cocktail and like C.J sat on the wet paint in the sculpture garden. Sam enters Ainsley's office to find her dancing along to "Blame it on the Bossa Nova" and a few moments later, Bartlet enters and Ainsley screams and throws her cocktail against the wall.

The President enters the White House kitchen to find Abbey sitting alone eating a sandwich and drinking a glass of milk. Abbey demands to know when he decided to run for another term and he maintains that he hasn't made that decision yet. Abbey points out that the speech announced exactly that and is extremely hurt that he has gone back on their deal that he would only serve for one term. We later find out that Abbey is concerned that the pressure of being President could lead Jed's M.S to worsen and doesn't want him to run again.
