Answer: He's exhausted from chasing Beth's kidnapper on foot

Daryl has been surviving with Beth after the collapse of the prison. She's kidnapped and thrown inside a car with a white cross on the back. Daryl runs after it. He heads in its direction for hours, switching between walking and running, before finally collapsing in exhaustion and grief.

While sitting in that spot, he is surrounded by several armed Claimers. He manages to punch one. After a confrontation, they talk, and Joe tells him he could fit in with their group, and he agrees to join them.
2. Who was the leader of the Claimers?

Answer: Joe

Ozzy was the leader of the Highwaymen, Negan of the Saviors, and Alpha of the Whisperers. The Claimers' leader, Joe, is played by actor Jeff Kober.

Joe said he developed an affinity for cats when he was a child and that there's nothing sadder than an outdoor cat thinking he's an indoor one. Joe's suggestion implies that he regards Daryl as an "outdoor cat" like himself, a man who cannot be domesticated, and that it would be sad for him to believe he could be a part of civilized society.

He tells Daryl he's one of them, and that "when men like us cooperate a little bit, well, the world becomes ours."

Daryl adjusts to this rule of the group, and at one point, the audience sees him claim a wild radish growing from the ground.

At one point, Len accuses Daryl of stealing his half of the rabbit, which he in fact hid in Daryl's backpack. Joe witnessed the deceit, however, and as a consequence of his lie, Len is beaten by the rest of the group.

Rick had been temporarily living in a house with Carl and Michonne when the Claimers busted into it. Michonne and Carl were out on a supply run at the time. Rick hid under a bed and, after one of the Claimers was asleep on it, attempted to escape, but ran into Lou, whom he strangled to death.

He took the man's gun and jacket and met up with Carl and Michonne and escaped. This incident happened before Daryl fell in with the Claimers, and he had no idea Rick was the man they were searching for to seek vengeance upon.

The Claimers finally catch up to Rick, whom they have been tracking because he killed one of their own. As the confrontation begins, Daryl emerges to discover the man they have been tracking is his own close friend, Rick. When he tells Joe Rick is good people, Joe says, "Now that's a lie," and they turn on Daryl. They also threaten to rape Carl and Michonne.
