1. Who is Herb Powell?
Answer: Homer's half-brother
Homer discovered he had a brother in the first season: Grampa had gotten with a lady at a carnival. He went to Herb's place and ruined his business by designing an awful car. Herb reappeared in a later episode and invented a baby translator. He was voiced by Danny DeVito.
2. Who is Roy?
Answer: An extra character added in "The Itchy, Scratchy, and Poochie Show" episode
He appeared in this episode after Marge and Lisa were saying how you couldn't just introduce a new character to improve the ratings. He also disappeared at the end of the episode after "Itchy & Scratchy" got rid of Poochie.
3. Who is Frank Grimes?
Answer: Homer's enemy from work
'Grimey' appeared in the episode "Homer's Enemy" and worked at the Nuclear Power Plant. He saw that Homer was grossly unqualified to do his job as safety technician and died while pretending to be careless like Homer. His gravestone read: 'Frank Grimes (Homer's Enemy)'. At the funeral Homer falls asleep and whines, 'Change the channel, Marge!' Homer's mechanic is Frank Grimes Jr.
4. Who is Arnie?
Answer: He does traffic reports on the news
'Arnie Pye-in-the-Sky' does traffic reports from a helicopter. He is on Channel 6 News, with Kent Brockman. He does not normally talk much about the traffic, but rather, he tends to throw up or throw out his food from the chopper. Artie Ziff was Marge's old boyfriend.
5. Who is Malloy?
Answer: The cat burglar who lived at Grampa's retirement home
Malloy lived in the retirement home with Grampa and 'wore sneakers... for sneaking'. He stole Lisa's saxophone and also stole the world's largest cubic zirconia. Grampa noted that he walked 'a lot more vertically then usual'.
6. Who is Tattoo Annie?
Answer: An inmate at the Springfield jail
Marge met 'Tattoo Annie' when she was in jail for robbing the Kwik-E-Mart. Annie had a huge tattoo on her back that read 'What kind of slime would I marry?' which was a Mad magazine fold-over. When Annie folded her shoulder blades together it read: 'What, me worry?'
7. Who is Pepi?
Answer: Homer's younger brother from a non-profit organization
In "Brother From the Same Planet" both Bart and Homer joined the Bigger Brother foundation (Homer admitted to joining for revenge: 'Don't say revenge, don't say revenge'). Homer gave Pepi Bart's skateboard.
8. Who is Tom?
Answer: Bart's bigger brother from a non-profit organization
Tom and Homer got into a fight when the Bigger Brother foundation had a field trip to the Springfield Aquarium. Homer used starfish as weapons, then Tom put them back into the water and a shark ate them. Homer bashed up a lot of stuff in an antique store.
9. Who is Adil?
Answer: The family's new son from a student exchange program
Adil came from Albania and Homer thought this made him an Albino. He was using Homer to access secret information from the Nuclear Power Plant and was known as 'Sparrow' in his spy missions.
10. Who is Armin Tamzarian?
Answer: Principal Seymour Skinner
We learn in "The Principal and the Pauper" that he is really Armin, a no-good slacker from the war. The real Skinner returns to Springfield after release as a P.O.W. to learn that this orphan from Capitol City has stolen his dreams.
