Morphling in Waveform is also invulnerable.
Darkterror's backtrack can make him avoid the damage.
Furthermore enemies in the process of being tossed, impaled or burrowstroken, banished or cycloned can not take damage.
There may be more situations - but nevertheless, there is no skill which can damage all living heroes in any situation.
