Answer: Louisiana

Grand Isle, Louisiana, has been ravaged by hurricanes repeatedly throughout history, with direct hits by tropical storms or hurricanes more than once a decade. Louisiana Highway 1's automobile causeway is the only land access to or from Grand Isle. LA 1 courses through 13 parishes in Louisiana before reaching the border with Texas near Shreveport, where LA 1 becomes Texas State Highway 77.

In the few decades before the Louisiana Department of Highways renumbered the state's highways in 1955, LA 1 was divided into several shorter routes. More than ten distinct routes were combined to create the continuous diagonal route that now crosses the entire state of Louisiana.

The South Omaha Veterans Memorial Bridge was built by the Kansas City Bridge Company in 1936 (and called the South Omaha Bridge at the time). The bridge provided critical direct-route access to the Omaha Stockyards for livestock delivery.

This proposal was rejected, and Wyoming was the only state amongst those in the route to apply the number 789 to highways that already existed. Wyoming Highway 789 traverses 8 counties in Wyoming.
