Answer: Saul Tigh

Tigh, known for his drunkenness in the past, decided to take a couple drinks that morning. He had previously sectioned off his bottle into 'fingers', a haphazard system of measuring alcohol; it can be said that this is an obvious behavior of an alcoholic.

While talking to some of the deck crew, Colonel Tigh said a few unorthodox things. When talking about the fresh water they found on the planet, he said, "Couple of lemons, we could make lemonade," followed by a short chuckle. The deck crew showed signs that they knew he'd had a few.

One of the guards who was seemingly loyal to Zarek released all the prisoners at the same time, leading to chaos and the capture of the party from Galactica. "Bastille Day" refers to the release of prisoners during the French Revolution, although, it is thought that the event itself was later exaggerated.

While the situations are not quite analogous, the generally accepted idea behind Bastille Day and the Astral Queen is enough to warrant the clever title.
