Brandine is Cletus' wife. She isn't in most of the episode as she had joined the army to "stop 9/11" according to Cletus.

Answer: Yes

Yes indeed. Selma's marriage to Grampa (Abe) is her sixth. Like the previous marriages, it doesn't work out when she realises Abe is a bit too old for her.
