1. Blissey
Answer: Evolved through Friendship
The popular Generation I Normal-type Pokemon Chansey can be evolved in the Generation II games when levelled up with high friendship. This Pokemon is notoriously difficult to obtain, as Chansey is both rare and caught at high levels. This means that the grind to gain your Pokemon's trust will take time.
However, Blissey is one of the most competitively viable Pokemon, so the grind is worth it :)
2. Crobat
Answer: Evolved through Friendship
When the Generation I Pokemon Poison-Flying type Golbat trusts you enough, it will evolve into the Speedy Crobat. The originally mean-spirited rival in the games catches a Zubat early on in your journey, and his trust and love for his Pokemon is revealed when you battle him late in the games, and his Golbat has evolved into Crobat.
3. Umbreon
Answer: Evolved through Friendship
Bill will give you an Eevee in Goldenrod city; if you gain this Eevee's trust, it will evolve into the Dark-type Umbreon during the night time, or the Psychic-type Espeon during the day time. That's if you don't evolve it with an evolutionary stone first.
However, these stones are available late in the game, at least in the "Pokemon Gold" and "Pokemon Silver" versions. This evolution was introduced to show case the "time of day" mechanic that debuted in the Generation II games.
4. Togetic
Answer: Evolved through Friendship
In the early parts of your journey, you will receive a Pokemon Egg that will eventually hatch into the Normal-type Togepi. This Togepi will evolve into the Normal/Flying-type Togetic with high friendship. Starting in Generation XI, Togepi and Togetic's types were changed to Fairy and Fairy/Flying, respectively. Togetic would also gain an evolution in Generation IV, the powerful Togekiss (evolved using a Shiny Stone).
5. Slowking
Answer: Evolved by Trading with an Item
The Generation I Water/Psychic-type Slowpoke originally evolved into Slowbro in its debut generation through Level-up. A branching evolution was introduced in Generation II, and Slowpoke can evolve into the Water/Psychic-type Slowking when traded while holding a King's Rock, an item that can occasionally flinch the opponent when held in battle.
6. Steelix
Answer: Evolved by Trading with an Item
Brock's famous Rock/Ground-type Onix was introduced in Generation I. The large rock snake gains an evolution in Generation II - when traded with a Metal Coat, it evolves into the Steel/Ground-type Steelix, a defensive behemoth. The Steel-type was one of two types introduced in Generation II.
7. Porygon2
Answer: Evolved by Trading with an Item
The Normal-type Porygon was infamous in Generation I for being notoriously difficult to add to the Pokedex - the only way to own the Pokemon without trading was by purchasing it as a prize in the game corner for the steep price of 9,999 coins. In the Generation II games, Porygon evolves into the Normal-type Porygon2 after getting traded while holding an Up-Grade.
8. Kingdra
Answer: Evolved by Trading with an Item
The Water-type Seadra was introduced in Generation I as the second-stage of Horsea. Kingdra, the only Dragon type introduced in Generation II, also shares its pre-evolution's Water typing. The only way to obtain Kingdra in the games is to trade Seadra while it's holding a Dragon Scale.
9. Miltank
Answer: Not Part of an Evolutionary Line
The Normal type Pokemon is based on a cow and is infamous in the Generation II games as one of the most difficult Pokemon faced in the early game. The third gym leader, Whitney, battles with a Miltank in Goldenrod City - the level-20 Miltank is quite powerful during that stage of the game, especially as it continues to use Rollout, a move that increases in power if it does not miss, on the player character's poor, unsuspecting Pokemon.
10. Smeargle
Answer: Not Part of an Evolutionary Line
The Normal-Type Smeargle resembles a small dog with a paintbrush for a tail. The design is an homage to the fact that its only naturally-learned move is "Sketch", a move that will permanently memorize the last move used in battle against it. This means that Smeargle can learn any move in the game, provided that the move can be used against it.
11. Unown
Answer: Not Part of an Evolutionary Line
Deep in the Ruins of Alph lie some ancient puzzles that if solved will give the player the opportunity to encounter the Psychic-type Unown, a Pokemon with access to only one move: Hidden Power. There are 26 forms of Unown, one for each letter of the alphabet in Generation II. In Generation III, two new forms (? and !) of Unown were added.
12. Shuckle
Answer: Not Part of an Evolutionary Line
The small,turtle-like Bug-Rock-type Pokemon can be received from a man in Cianwood city that just had his other Pokemon stolen, presumably by your rival. While slow and offensively lackluster, Shuckle had the highest defense and special defense stat of any Pokemon when introduced in Generation II, making it quite difficult to take down.
13. Meganium
Answer: Evolved through Levelling up
Chikorita is one of the three starter Pokemon that you can choose from as a player character in the Generation II games. The Grass-type starter evolves into Bayleef, which then evolves into the Grass-type defensive giant Meganium at Level 32. If you choose Totodile as your starter, then your rival will use Meganium against you in the later battles, as the Grass-Type is super effective against your Water-type.
14. Houndoom
Answer: Evolved through Levelling up
The dog-based Dark/Fire type is a fast special sweeper that evolves from Houndour starting at Level 24. The Pokemon is used as the "ace" (or highest-level Pokemon) of the final Elite Four member faced in the Generation II games, the Dark-type specialist Karen, who always reminds you to try and win with your favorites after you defeat her.
15. Forretress
Answer: Evolved through Levelling up
The Bug-type Pineco can be found by headbutting trees in the Ilex Forrest after defeating Bugsy in Mahogany Town. Starting at Level 31, it will evolve into the Bug/Steel-type Forretress, a defensive Pokemon with excellent typing, although it does suffer from a 4x weakness to fire type moves. The second Elite Four member in Generation II, uses a Forretress.
16. Xatu
Answer: Evolved through Levelling up
The Psychic/Flying-type Natu can be found in the grassy areas near the Ruins of Alph. Once it reaches Level 25, it evolves into the Psychic/Flying-type Xatu, a green condor-like Pokemon. The first member of the Elite Four, the Psychic-type specialist Will, uses two Xatu as part of his team in all three Generation II games.
