Answer: Es Cade

The player will first meet Evice, unknowingly, as he is donning his Es Cade persona. He is the mayor of Phenac City, and the game's tutorial takes place inside his own office.
2. Like Evice, Nascour is met early in the game too. Where does the player first meet Nascour?

Answer: Phenac City

As the player is walking towards the mayor's office, Nascour will walk past them. Nascour will remark on the player's 'expression' before commenting that he believes they will meet again in the future.
3. "Pokemon Colosseum" has generally been critically acclaimed for its excellent and varied soundtrack throughout the game. Nascour, being such a monumental figure, has quite the interesting soundtrack during his fight. What is Nascour's theme?

Answer: Nothing

Strangely enough, for such a huge encounter, there is just pure silence for a soundtrack. Apart from the battle itself, the only thing that can be heard are the cheers of the Realgam Colosseum crowd surrounding the player and Nascour.

It is still to this day uncertain as to why Genius Sorority did not create a soundtrack for this fight- did they encounter a time crunch? Did they do it for a quirky thematic take on the fight? The world will likely never know.
4. Throughout the game, the player will encounter quirky AI/general tactics from various bosses. Evice is no exception. Evice's "ace" is a Slaking, and if he sends it out, his AI will try very hard to pair it up with which of Evice's other Pokemon?

Answer: Slowking

There is one very diabolical reason for this- Slowking has Skill Swap for a move, and once it hits the field in tandem with Slaking, it will immediately use this move on Slaking.

Slaking has stats which eclipse even those of the legendary Kyogre, Groudon, Rayquaza and more. However, it's defining drawback has been within its ability, Truant. Truant forces Slaking to do absolutely nothing every other turn, crippling it immensely.

However, since Slowking has Skill Swap, it can take Truant away from Slaking, allowing it to wreak havoc uninterrupted with its powerful attacks.

As such, the player would do well to prepare at least one Pokemon who can quickly eliminate a Slowking, and have it ready to switch in once Evice's Slaking comes out.

Catching Gonzap's Skarmory and bringing it to this fight would be a good contingency plan. Skarmory, thanks to it's huge bulk and typing, is the only Pokemon in this game who does not have to fear even a Truant-less Slaking.

Answer: X Special

There is no "tell" or any way to properly predict when Nascour will do this, he will just randomly do it on a whim. His team consists entirely of Special or Specially based attackers, so despite the random nature of the item usage, he will always have Pokemon on the field who can capitalize.
6. Evice himself will sometimes randomly use an item in the middle of his fight. What item will Evice sometimes use on his two Pokemon?

Answer: X Attack

The logic with Evice works the exact same as Nascour; Evice's team consists mainly of Physical attackers, so he will be able to get value out of his X Attacks whenever they are used.
7. With every Cipher Admin coming with one Shadow Pokemon, it should be very little surprise to find Nascour has one. What is Nascour's Shadow Pokemon?

Answer: Metagross

Metagross has a moveset of Psychic, Metal Claw, Agility and, of course, Shadow Rush. Nascour's team is pretty stacked with some big names, so having the pseudo legendary in Metagross as a Shadow makes sense.
8. As the very Head of Cipher, Evice unsurprisingly has his own Shadow Pokemon. Hailed as the "Ultimate Shadow Pokemon", what does Evice have for a Shadow?

Answer: Tyranitar

Funny enough, his Tyranitar at level 55 is by far the lowest level on his entire team. As well, it has the least scary moveset to deal with compared to the rest of Evice's intimidating lineup.
9. When Evice is defeated, he is approached by police, but appears capable of calling in a helicopter from nowhere to escape the scene in. That is, until his plot armor vehicle is destroyed by timely intervention off a legendary Pokemon. What Pokemon brings an official end to Evice's reign of terror (and cheating)?

Answer: Ho-Oh

Out of nowhere came flying in Evice's chopper. So too, did Ho-Oh abruptly appear to put an end to that nonsense. Ho-Oh shows up, blasts the chopper to pieces with a fire move, then promptly flew away to the cheers of the Realgam Colosseum audience, and the amazement of the main characters on the scene.
10. With the defeat of the two head honchos of Cipher, is Cipher permanently finished off?

Answer: No

There is still a post-game, whereupon the player hears and eventually sees that Cipher peons have returned to their laboratory to conduct business. They'll also find Cipher peons hanging out at the Snagem Hideout.

Of course, later down the road, "Pokemon: XD Gale of Darkness" would release, which essentially served as a sequel to this game. Cipher is the antagonistic evil team here again, proof that the organization lived even after their big bosses were taken by the police.
