Filming of this scene was done in a large tank with a blue background. Because Daniel Radcliffe doesn't really have gillyweed, he couldn't stay submerged in water for an hour. The shots were filmed in fifteen second intervals, at which time, divers in scuba gear would swim to Daniel and give him oxygen to breathe and swim away again.

Then they would film for another 15 seconds, and the divers would return. This was to prevent Daniel from having to surface every fifteen seconds. At one point, Daniel inadvertently gave the signal to indicate he was drowning, putting the entire cast and crew in a serious panic, and causing the divers to pull him to the surface.

The Imperius Curse is used to control other people. Viktor was put under the curse to attack the other contestants. Viktor was placed under the spell by the fake Moody, who wanted Harry to win the tournament, so he could be transported to the cemetery. Harry's blood was needed to resurrect Lord Voldemort.
