Answer: Lucius Malfoy

Harry, Hermione and the Weasley clan (minus a few) were climbing the stairs of the stadium which had been erected for the Quidditch World Cup, to get to their seats. There were many stairs to climb, and Ron asked his father just exactly where there seats were. From the level below them, Lucius Malfoy made this snarly remark, implying that the higher seats were not as good as the lower ones, however in the book, the highest seats were considered the best, which made sense since so much of the action took place high in the air.
2. "Do not go lightly. If chosen, there's no turning back. As of this moment, the Triwizard Tournament has begun."

Answer: Professor Dumbledore

After the visiting schools had arrived at Hogwarts, and the goblet of fire had been uncrated, Dumbledore spoke to all of the students about the rules and expectations of the tournament. In this part of the speech, he was advising that in submitting their names they were entering into a binding agreement, from which they would not be allowed to withdraw.
3. "Yeah that's me...Harry Potter's stupid friend."

Answer: Ron Weasley

After the goblet had chosen Harry as the fourth champion, Ron was very angry because he felt that Harry could have at least told him how he managed to fool the age line. Ron was also getting tired of being seen as Harry's sidekick, when everything exciting happened to Harry. Harry was angry that Ron refused to believe that he hadn't put his name in the goblet, and had told Ron not to be stupid. Ron responded with this remark.
4. "I'm not an owl!"

Answer: Hermione Granger

After their big fight over Harry becoming a Triwizard champion, Ron and Harry stopped talking to each other. Ron asked Hermione to deliver a very complicated message to Harry, who was annoyed to have the message delivered in this manner, since Ron was within earshot at the time. Harry started to asked Hermione to "Tell Ron that..." when Hermione exploded with this response.

Harry had sent a note to his godfather Sirius, telling him about the dream he had had where he saw Voldemort, Wormtail, and one other man. Sirius, still being sought after by the Ministry of Magic as an escaped convict from Azkaban, was concerned enough about the news to appear in the coals of the Gryffindor common room fire. Sirius had also heard about Harry's being chosen as a Triwizard champion, and was very concerned about this.

He cautioned Harry to be very careful, because he mistrusted the motives of whoever had submitted Harry's name to the goblet.
6. "You are allowed a wand."

Answer: Professor Moody

Mad Eye Moody and Harry were discussing the upcoming first task, which would involve capturing a golden egg from a dragon. Moody was trying to coach Harry on how to succeed, without being too obvious, by getting Harry to play to his strengths. When Harry thought about the fact that he was a good flyer, he commented that he wasn't allowed to bring a broom with him to the task. Moody replied that he was allowed a wand, which presumably gave Harry the ides to use the wand to summon his broom.
7. "Is that a student?"

Answer: Professor McGonagall

After catching Draco out in a sneaky attempt to throw a curse at Harry when his back was turned, Moody transfigured Draco into a white ferret. Moody then proceeded to bounce Malfoy around the yard to emphasize his points. McGonagall came along and asked, with dismay, if that was a student being treated like that. Moody replied that technically it was a ferret. McGonagall transfigured Malfoy back.

In preparation for the Yule Ball, Professor McGonagall was giving the Gryffindor students a lesson in dancing. She felt very strongly that they were not to disgrace the house of Gryffindor in front of their guests from the two other schools. She chose Ron as partner, for demonstration purposes, and instructed him as to where to place his hand. Clearly uncomfortable with touching a teacher, Ron replied with "Where?" in a very squeaky voice.

Ron and Harry were devastated at the prospect of actually asking a girl to attend the Yule Ball with them. Since Harry was one of the champions, and had to be part of the procession for the first dance, it was particularly important for him to find a date.

As he had found himself attracted to Cho Chang, it was she who he asked first. Because he was so nervous, he ran all his words together so that it sounded like one long word. Cho didn't understand what he'd said, so he had to repeat it. Unfortunately Cho had already been invited by Cedric, and had accepted his invitation.
10. "Well Hermione, you're a girl."

Answer: Ron Weasley

Desperate to find a date, Ron finally decided to ask Hermione to go with him. With his usual lack of sensitivity, he prefaced his invitation by pointing out that she was a girl. Her response to this, in a tone dripping with sarcasm was "Oh, well spotted." This conversation took place while they were writing a Potions test, and Snape kept hitting Ron in the back of the head.

As part of his bid to convince Hermione to be his date for the dance, Ron very tactlessly suggested that Hermione should go with him because as bad as it was for a guy to go alone, it was disastrous for a girl to attend alone. Hermione replied to Ron's comment with the above remark, adding "And I said yes," after she'd handed in her Potions test.

Grateful to Harry for having tipped him off about the dragons in the first task, Cedris gave Harry a hint as to how to solve the riddle of the golden egg. Of course we later learned that it was Moody who told Cedric. The ghost Moaning Myrtle visited Harry when he was in the tub, and suggested that he listen to the egg underwater, because she'd seen Cedric do just that.
13. "For a moment there, I thought you were going to let it get me."

Answer: Cedric Diggory

After Fleur and Krum had been removed from competition in the last task, Harry and Cedric were racing to get to the cup first. Cedric was grabbed by some vines, probably Devil's Snare, and called for help. After a brief hesitation, Harry went back and helped Cedric get free. Cedric made the above comment, and Harry replied, "For a moment, so did I."
Cedric told Harry to get to the cup first, as he had won it, and Harry suggested that they take it together.
14. "Astounding what a few drops of your blood will do...eh Harry?"

Answer: Lord Voldemort

After Voldemort had ordered Cedric killed, had Wormtail perform the ceremony which restored him to his body, and dealt with his returning Death Eaters, he turned his attention to Harry. He talked about how Lily's Potter sacrifice of love had made it impossible for him to touch Harry as a baby, which is why he lost his powers when he'd tried.

He went on to elaborate that now that Harry's blood was part of him, through the ceremony, that that stricture no longer existed, and taunted Harry with the above comment, following it with a promise to kill Harry.
15. "Let go...sweetheart you're ready ...let go."

Answer: Lily Potter

When Voldemort attempted to kill Harry, their wands connected. This caused ethereal versions of the last four people to be killed with that wand to emerge, and come to Harry's assistance. They promised to linger for a while, to give Harry a chance to get return to Hogwarts, taking Cedric's body with him. Transfixed with seeing his parents, Harry was reluctant to break the connection, and his mother said this to encourage him.
Harry made it to Cedric's body, summoned the portkey to him, and returned to Hogwarts.
