The reference to "Billy Sunday could not shut down" pertains to the early 1900's and the vice area known as "The Levee" home of the opulent Everleigh Sisters Brothel and an area full of all forms of vice etc and was a constant target of "reformers". The Levee was in the near south side centered around Cermak Rd and Michigan Ave (2200 south and 100 East)

Billy Sunday was a great preacher of the early 1900's, the equivalent of Billy Graham in the more current era, and even though Billy Sunday was a powerful religious force, the Levee was an even more powerful force of resistance and stayed active until the early 1930's.
