"The Last Time" was written by Mick Jagger and Keith Richard in 1965. John Lennon and Paul McCartney did write a song for the Rolling Stones, but not this one. Nanker Phelge was a name invented by the Stones to indicate that song writing royalties would be shared by all the band members.

The idea of Bob Dylan and Dolly Parton collaborating on a song is too bizarre to think about for any length of time.
