The episode began with the executive clerk being handed a bill which had been passed by Congress, and he was instructed to call the Deputy Chief of Staff to have it delivered to the President for his signature or veto. The clerk made a phone call and asked to speak to the Deputy Chief of Staff, Josh Lyman. Josh was with Donna at the time and he asked her to take the call for him.

C.J. was getting ready to go to a formal dinner and she asked Toby to quiz her about the event. He asked her who she would be sitting next to and C.J. mentioned that the person won a Nobel Prize in Chemistry. She also stated that the person did his graduate studies at her alma mater, the University of California at Berkeley.

Sam and Toby spoke about how the bill on repealing the estate tax was about to arrive at President Bartlet's desk, and this was when Sam informed Toby that seven Republicans cancelled their spots at the dinner that evening. Toby said that likely would happen since C.J. announced President Bartlet would veto the bill which had large Republican support. Toby spoke to President Bartlet and delivered that news to him.

During the opening credits, C.J. gave a press conference in which she told the reporters that President Bartlet received the bill to repeal the estate tax and that he vetoed it as promised. She mentioned this was the first bill he had vetoed since assuming the Presidency.

A reporter asked C.J. if there would be a congressional vote to override the veto that evening but C.J. said she was unsure.

Sam saw Toby and he alerted him to a call he got from the House Minority Leader's office. He informed him that the Republicans scheduled a vote in the U.S. House of Representatives in an attempt to override President Bartlet's veto of the estate tax repeal. Toby asked him when the vote would take place and Sam said it would be in ninety minutes.

Sam saw Charlie and asked him how the dinner was going and Charlie said it was fine so Sam then spoke with him about his testifying at the committee hearing over President Bartlet's multiple sclerosis diagnosis. Sam said the committee investigating the matter would offer Charlie the chance to give a proffer. Charlie said he knew what a proffer was but he was not allowed to speak to him about his testifying.

Donna informed Josh that the Governor of Indiana, Jack Buckland, was waiting in his office so Josh went to talk to him. Josh spoke with Governor Buckland about a quote he made criticizing the President for being too focused on protecting the environment instead of creating jobs. Josh referenced a stat to the Governor of Indiana as to the many jobs President Bartlet created in his first term in office.

Josh spoke with Governor Buckland of Ohio later on in the episode and they discussed Buckland challenging President Bartlet for the Democratic nomination for U.S. President. Josh suggested that Governor Buckland bow out of the race but Buckland did not want to do this since he wanted to push for the issues he cared about the most. Josh stated to Governor Buckland that he would make an interesting nominee to head the U.S. Department of Labor.
