1. How does Toby describe to Leo who the woman is that is cleaning up after them?

Answer: "Walking lawsuit."

The first time we meet Rina is in the Roosevelt room cleaning up after CJ, Toby, Josh, and Will. When Leo asks who she is, Toby describes her as a "walking lawsuit". In future episodes, Rina joins Toby's staff as his assistant.
2. Jokingly, where does CJ tell the press the Bartlet's might have the state dinner?

Answer: IHOP

Because of the shutdown, all the government workers had to stop working including the kitchen staff so a reporter named Sharlene wanted to know where the state dinner was going to be held.

Answer: No

Leo ordered everyone below special assistants to go home until further notice. Donna kept working with Josh until he pointed out that she is an assistant and not a special assistant. He made her go home.

Donna put it on a list of places that would be effected by the shutdown. By alerting everyone to that, the checks were able to go out on time and no grandparents would be burning them in effigy.

Answer: Will

When Leo made that comment, everyone but Will knew who was coming back to the White House. Abbey found Jed making himself a peanut butter and jelly sandwich in the residence since the cafeteria was closed due to the shutdown. Abbey was the first one to ask, "Where's Josh?"

Angela was the one that gave the number to the President when she was wanting to know if they were going to have a continuing resolution in the next few hours. The President ended the conversation and went to the residence to watch a basketball game.

Haffley came to the White House and they spent over an hour and forty minutes talking in the Oval Office. When Haffley left, the President told CJ, Josh, Toby, and Leo that they had a budget for the new year and the shutdown was over.
