Throughout the episode, there were scenes in which you could tell it was raining outside. In the first scene, where Toby and Sam talked, it was raining hard behind them and a flash of lightning was seen as well. Several members of The Bartlet Administration commented on how the weather report said to expect some hard rain and a subsequent storm.

President Bartlet's first scene saw him going to a certain location, in Washington, D.C. to discuss signing a new campaign finance reform bill. The person he argued with told him that he should not be so pessimistic and moody and that this was due to his recent diet. President Bartlet told the person he would not be seen eating vegetables all the time and the person reminded that he should not be immature when it comes to eating vegetables. President Bartlet, however, did not argue about the bill to reform campaign finance.

Once President Bartlet got done bickering, about his diet, he asked Charlie if his remarks would be brought on what to say, about the bill he was about to sign and Charlie mentioned that Sam was bringing them. President Bartlet asked where Toby was and Charlie replied that Toby was late due to the bad weather. President Bartlet commented on how it was great to be surrounded by the best people he could be.

Despite this, Leo thought the meeting was worth a try but Josh did not meet with any leaders from these leadership offices.

Toby and Sam went to meet with a couple of military leaders to discuss gays serving in the military and see what their approach to the idea was. Toby commented that he, Sam, and others conducted meetings with various senior staff officials with the Department of Defense and Senate Armed Services Committee. Toby stated that The Bartlet Administration was a little head strung on the policy they inherited, regarding gays in the military, and that was when he asked the military officials for their input on the policy. Once they gave their input, Toby told them they would consider it when making recommendations to President Bartlet on if gays can serve openly in the military or not.

The military leaders told them that the President could not change the Uniform Code, which banned openly gays from serving in the military.

This implied that they were not going to recommend the President supporting a policy of gays serving openly in the military.

Josh met with an assortment of people to discuss the President's plans to sign the campaign finance reform bill. He discussed how this legislation would aim at better reform than a previous bill that tackled campaign finance reform in 1974. Someone gave a long speech, to Josh, about how they could not keep having meetings every time President Bartlet woke up and said he wanted to make the world better.

After his speech, he told Josh that he was saying everything while speaking for the Senate Majority Leader.

The person who spoke for the Senate Majority Leader also told Josh that he felt The White House was attempting to embarrass the Republicans of Congress. He warned Josh that, if they kept trying to embarrass the Republicans, they would bring up legislation that The White House would want off the table.
