Answer: Picard

Captain Picard said the quote in "Measure of a Man", an episode that explored whether artificial life could be sentient. Picard was tasked with being the defense attorney for the android Data; Cmdr. Riker was the prosecuting attorney. At stake: whether Data would continue to live his life or be disassembled to study how he worked.
2. A "Star Trek: Deep Space Nine" character maintained that "The truth is usually just an excuse for lack of imagination." Who was it?

Answer: Garak

Garak is the one who said it in "Improbable Cause". In the episode, we learned some more about Garak's past as a spy for the Cardassian Obsidian Order.

Answer: Lon Suder

In the episode "Meld", Lon Suder made that remark after admitting that he had killed Crewman Darwin. After mind-melding with Tuvok, Suder began to improve. He died while helping defend the ship in "Basics, Part II". Tuvok never really recovered from the mind-meld, having violent outbursts from time to time during the rest of the trip home.

K'Ehleyr came onboard the Enterprise (after traveling in a photon torpedo casing to the rendezvous point!) in "The Emissary". She and Worf had been romantically involved in the past. Worf wanted to revive it, quoting some Klingon tradition; she voiced her disapproval - in very strong terms.
5. In "Star Trek: Enterprise" who said "It's because Vulcans think we smell bad, isn't it?"

Answer: Tucker

That was Trip Tucker's response to T'Pol in "The Andorian Incident" when she told him not to go to the Vulcan monastery on the planet P'Jem. The Enterprise crew went anyway and while there, the monastery was raided by Andorians, who thought it was a covert espionage post (which it was). Thanks to computer generated imagery in this series, we got to see the Andorians' antennae move!
6. A "Star Trek: Voyager" character once said "Fascinating. Can you make it stop?" Who was the character?

Answer: Tuvok

In the episode "Hope and Fear", after finding the USS Dauntless, a ship apparently sent to the Delta Quadrant by Starfleet, the Voyager crew went aboard to check it over. It used a quantum slipstream drive, with which they were unfamiliar. As Tuvok and Paris checked the helm controls the ship powered up and took off. Checking the computer, Paris found and quoted aloud an information file on how the system worked, but Tuvok was more interested in stopping the ship's high speed.

Answer: Kirk

Whenever a poll of favorite "Star Trek" episodes is taken, "The City on the Edge of Forever" comes in first or second. In the episode, Doctor McCoy jumped through the portal of the Guardian of Forever and time-travelled back to the 20th century. Kirk, momentarily mesmerized by the possibilities the portal suggested, said this quote before getting to the task of retrieving McCoy.
8. "Star Trek: Deep Space Nine" had a character who once said "Please report to Airlock Five, Commander. There's an intoxicated Klingon here who's demanding to see you". What was that character's name?

Answer: Odo

It was Odo, summoning Worf to the airlock in "The Sons of Mogh". The Klingon turned out to be Worf's brother, Kurn, whom he had not seen in a long time.

The Doctor occasionally asked Tom Paris about matters of the heart, figuring Paris had much experience in that area. When he mentioned that Seven's 'lessons' had progressed to the point where she might date a man, Paris made an off-the-cuff remark about the doctor's social skills in the episode "Someone to Watch Over Me".

Captain Picard was preparing to address an archeological conference on the Enterprise in the episode "Qpid". Q appeared to Picard, telling him he was there to repay a debt. Picard said he was busy preparing a speech, so Q told him what he thought of it.
