When Janeway refused to cooperate, the Hirogen threatened to find someone who would. However, they eventually came to an agreement - they'd leave and she'd give them holodeck technology so the Hirogen didn't have to hunt down real people all the time. This is a decision which would come back to haunt the crew in a future episode when the simulated prey fought back.
