The explosion at the classified research center killed 127 of the Federation's leading scientists. The explosion had an unexpected secondary effect: subspace ruptures extending several light-years made it impossible to create a stable warp field in the sector.

The Argus Sector was where the Enterprise-D had been assigned, but left to find the mercenaries who 'killed' Captain Picard in the episode "Gambit Pt. 1". Sector 441 is also known as the "Briar Patch" and is from Star Trek: Insurrection. Ketteract is the name of the Starfleet physicist who first synthesized the omega molecule.

The Borg first discovered the omega molecule 229 prior to the episode from assimilating 13 different species.

Species 263 was also primitive and believe omega to be a drop of blood from their creator. Species 5618 (humans!) were the ones who believed omega to provide the energy for the Big Bang.

Answer: Warp 1

Voyager is worried about being damaged when they blow up the harmonic chamber, so they have to jump to warp right away -- but they don't seem to warn the aliens (who want their particles back) to jump to warp! It is never mentioned what happened to those two alien ships...
