2. What kind of person shall not be honoured on a US postal stamp, according to the US Postal Service and the Citizen's Stamp Advisory Committee?

Answer: a living person will not be considered

Following a number of corrections, I have double checked the answer to this question and can confirm that it is indeed correct.

On checking the US Postal Service website (https://about.usps.com/who-we-are/csac/criteria.htm) they state the following under point 4:

"Living people will not be considered at the present time. Beginning in 2018, proposals for a deceased individual will be considered three years following his/her death."

This is confirmed via a number of additional sources including the the online magazine 'Linn's Stamp News' (https://www.linns.com/news/us-stamps-postal-history/2018/january/revised-criteria-for-honoring-individuals-us-stamps-effect-in-2018.html).
