1. When Mulder and Scully headed to their car after spending a day in court, Mulder was surprised to find the car opened; he was sure he had locked it. What did they find in the car?

Answer: A cassette tape

Scully asked Mulder about the cassette tape sitting on the dashboard, and Mulder responded, "I told you I locked the door". Mulder played the cassette, which told about a British MP who also received a cassette tape that when played, armed an explosive device, and when the MP tried to open his car door, the car exploded. Mulder looked nervously at the door handle, only to have the door suddenly opened by Phoebe Green (Amanda Pays), startling Scully.
2. How did Mulder know Scotland Yard Inspector Phoebe Green?

Answer: They were in a relationship at Oxford University.

They knew each other from when they attended Oxford ten years ago, and their relationship didn't end well. When Phoebe asked if he left his sense of humor there, Mulder responded that it was "one of the few things you didn't drive a stake through". Mulder introduced Green to Scully as "the terror of Scotland Yard".

He later told Scully about Green and said that he "got in over his head and paid the price". When Green asked Mulder for help with the investigation, he said that he'd get the FBI's arson investigation team involved; it didn't seem like he wanted to go down that road again.

When we first saw Bob the caretaker (Mark Sheppard), he was painting the window trim at the Cape Cod house with rocket propulsion fuel. He introduced himself to the Marsdens as Bob, but we knew him as Cecil, the gardener from the opening sequence of the episode. We pretty much knew he was the arsonist since he was the only member of the household who appeared to enjoy seeing the MP burst into flames. We later found out that he was using the name Cecil L'Ively but that Cecil L'Ively was a child who supposedly died in 1963 as part of a satanic cult sacrifice.
4. Bob the caretaker kicked the Marsdens' dog when it was digging on the property. What had the dog uncovered?

Answer: An arm

After greeting the Marsdens, Bob walked out on the lawn toward where the Marsden boys were playing, but then he spotted the dog digging. He kicked the dog aside and threatened to "skin [it] alive". He then said "I'm the caretaker now" so the arm presumably belonged to the previous caretaker of the property. The arm might have been attached to the body, but all we could see was the arm.
5. What secret did Mulder share with Scully regarding the arson case?

Answer: He was scared to death of fire.

Mulder told Scully that when he was young, his best friend's house burned down and that he had helped out by spending the night in the burned out building to prevent it from being looted. He said the incident gave him "nightmares about being trapped in a burning building". Mulder also said the Phoebe Green knew about his phobia so she was playing mind games with him by asking him to get involved in the case. Mulder told Scully that he didn't want her to help with the case because he had to "face his demons".

After saying, "Care for a light?", he lit the bar on fire. The woman ended up in the hospital; when Mulder and Green visited her, she told them that the man had an English accent, and she agreed to work with a sketch artist.

Mulder tried to rescue the boys, but his fear of fire incapacitated him, and he collapsed in the hall. Bob ran by him with the boys in his arms and received the accolades of the crowd that had gathered, while Mulder had to be rescued by the firemen.

Answer: Inspector Phoebe Green

Scully first saw Bob in the hotel lobby, and after she saw him rescue the boys, she heard people refer to him as the driver. So when she received the composite sketch of the man who set the bar on fire, she told Mulder it was the driver. Mulder told her that the driver had disappeared but later found him burned to a crisp in the bathroom.

When Scully showed the Marsdens the composite sketch, they told her it was the caretaker, not their driver and that the boys were with him. Fires broke out in the house as they searched, and Mulder told everyone to get out of the house - he would get the boys. Bob lit fires around him, but Mulder conquered his fears and rescued the boys. Bob headed downstairs and as he was walking toward Scully, Phoebe Green threw the can of rocket propulsion fuel at him, the same fuel he had used to paint the window trim.

He ran outside and burst into flames, laughing the whole time, "You can't fight fire with fire".
10. At the end of the episode, where was Bob the caretaker?

Answer: In a hyperbaric chamber

Bob appeared to burn to death on the front lawn of the Cape Cod house, and in Scully's addendum to the case file, she said that he had fifth and sixth degree burns all over his body. However he survived and was being studied because of the rapid regeneration of the damage skin.

He was expected to fully recover within a month. He was being kept in a hyperbaric chamber in a high security medical facility. When a nurse asked if there was anything he needed, he said, "I'm just dying for a cigarette".
