Robert is the Earl of Grantham and head of the Crawley family. The proper form of oral address for an Earl is "Lord" and his wife is addressed as "Lady", although her title is "Countess".
2. Matthew Crawley doesn't originally live near Downton Abbey, so what brings him there in the beginning of the show?

Answer: He becomes Lord Grantham's heir

Since Lord Grantham had no son, his heir was a cousin who perished on the Titanic at the beginning of the first season of "Downton Abbey". After his death, Matthew Crawley is the closest male relative and therefore becomes Lord Grantham's heir.
