At home, watching 'I Can't Believe They Invented It!', Homer seems utterly convinced that Dr. Nick Riviera's new product, Spiffy, is worth buying, especially after he uses it to wipe the grime off Edgar Allan Poe's tombstone. ("Quoth the raven, what a shine!"). When the deal works itself down to four bottles, an applicator glove, and a State of Kansas Jell-o mold for $29.95, he can't resist...but is unable to call when Patty and Selma show up.
Oh yeah, and during all of this, Bart keeps asking for power tools.

While Homer tries to send his credit card info over the phone, Marge informs him that she and her sisters are going to the beauty salon to get new hair-dos (Patty in particular wants her hair to look like Mary Tyler Moore's). While this is happening, no one seems to know who's using the power tools outside; Homer assumes it's 'some guy'. Lisa overhears this and Homer has no real choice but to do something, so they go with the cheapest, quickest option available: go to the video store. As they leave, Bart's using a blow torch (without a visor) to make something, so Homer advises him that he can't weld with such a small flame.

It's then that he realizes he's a bad father.

Homer, fearing for his relationship with his son, calls the National Fatherhood Institute looking for help. When he says that he got an FQ score of zero, a single-paneled station wagon is sent to pick him up and bring him in. Bart, showing off his new racer to his friends (and a smug Martin Prince), comments that maybe his dad being hauled off is for the best. Arriving at the NFI, Homer's handed a copy of "Fatherhood" by Bill Cosby and told that he'll simply need to spend more time with his son (which is something he's clearly averse to).

Unfortunately, he has very few other leads to follow; his conversation with his worker is interrupted by a shark attack in the Underwater Fathering tank.

That's when Homer uses the Bill Cosby book, taking the advice to use reverse psychology and convince Bart that he actually shouldn't help.

Homer and Bart end up working out the kinks on their homemade racer, much to Homer's delight, and soon the day arrives for the time trials for the big race. The two of them are up against Nelson Muntz's Roadkill 2000 in the fourth heat.

When Martin realizes how high the hill for the soapbox time trials really is, it's too late for him to make adjustments to the Honor Roller. Nelson comes in second while Bart's racer never ends up crossing the finish line.

After the race ends, Martin is rushed to the hospital with a fractured arm, taking him out of the running. To beat Nelson, Martin tells Bart to drive the Honor Roller to victory.
9. Does Homer end up going to the soapbox derby finals?

Answer: Yes

Homer, broken over the idea that Bart wants to drive another racer, ends up avoiding the boy in the weeks leading up to the big race. When taking Lisa to Dr. Hibbert's for a tetanus booster, he ends up running into Martin Prince and and scaring him out of the office, clearly unable to cope with the anger. Eventually, the day of the big race arrives and Homer still refuses to go (even with his TV-bought Foam Dome from the fridge).

They have no choice but to go without him while he watches from the couch.

When he heads out from the living room for a beer he ends up seeing the FQ test on the fridge and finds that he's actually able to answer most of the questions, ultimately proving he and his son actually have a good relationship. On this note, he heads out to watch the race from the stands.

Bart, ready for the race, seems depressed until he notices his father in the crowd eating a hot dog. At that moment, he's all business. Finally, the green flag is dropped and Bart and Nelson go head-to-head. Though the spikes on Nelson's vehicle are able to cut through the wood of the Honor Roller, the latter ultimately makes it across the line first. Bart ends up receiving the trophy from Ronnie Beck and thanking his dad for being with him in spirit. Martin tries to get compliments and Nelson tries to congratulate Bart, but both Simpson men make fun of them. Elsewhere, the men of the National Fatherhood Institute celebrate their victory.
