1. Homer takes Bart to his first rock concert. Who's the headlining act?

Answer: Spinal Tap

Homer and Bart get ready to head to the Springfield stop of Spinal Tap's world tour and Homer dons his old concert-going jacket (to find a can of Billy Beer in the pocket, which he promptly drinks). Marge is a bit worried that the concert might be too loud, but Homer assures her that he turned out fine after thousands of concerts of his own. He can't hear her response because of his tinnitus.
After picking up Milhouse, they're on their way.
2. Six of seven days of the week, the Springfield Coliseum is which of these?

Answer: Ice rink

Homer drops the boys off at the concert venue and waits in the car in the parking lot, claiming that many of his best moments were spent sitting in the back seat of a car. Soon, the concert is well underway though it's clear that not everything is going perfectly for the band.

The stage, for instance, is covered in puddles of water (since the venue is a hockey rink six days of the week). The crowd starts to get rowdy; the special effects for the concert start to go haywire;things go downhill fast.

After the concert technicians fail to hit their cues and the band expresses their disappointment for being in such a poorly-run event, the concert laser show is turned on, striking one of the guitarists in the eye with a concentrated beam of light. The band ends the show then and there, with no encore, and slips around the wet stage until they can get out.

The crowd is enraged by this, and so begins the looting, rioting, and destruction of the stage and venue.
4. Homer accidentally forgets Milhouse at the concert venue.

Marge, Lisa, and Maggie watch the rioting on the news and worry over Bart's safety (though it's clear, from the footage, that he involved himself in the mayhem as much as possible). Homer and Bart walk in the door perfectly fine though, despite the fact that they may have accidentally forgotten Milhouse at the now-empty venue. Bart, enervated by the concert experience, suggests that in the future he wants to become a rock musician. Marge, considering later, thinks that maybe they should foster his interests.

While Homer feels like Maggie's toy ukulele may be all they need, Marge insists that they help Bart out a bit by buying him a new electric guitar. Bart's thrilled by the purchase, but Homer says he needs to get good fast (or else POW). Lisa tries to use the time to bond with Bart, jamming with him on her sax while he works out his first chords. Unfortunately it's slow-going.

When Bart brings his guitar to school, Otto spots it as he climbs the stairs of the school bus and shreds on it. After a series of classic rock songs, the bus is late.

Because the bus is ten minutes late for school, Otto takes it upon himself to drive recklessly the rest of the way, cutting through the Springfield Tire Yard, taking out Spinal Tap's tour bus on a winding mountain road, and then crashing into the annual police picnic in the park.

The bus comes to a stop on its side having collided with the statue of Jebidiah Springfield in the center of town. The cops find that he has no license (after his fifteenth crash, apparently) and Skinner suspends him from work without pay, taking his role as bus driver based on his experiences in Vietnam.
7. Who turns out to be Otto's DMV instructor?

Answer: Patty

While there seems to be more order on Skinner's bus rides, it appears that he's far from the aggressive and the kids end up late anyways, stuck trying to get onto busy roadways. Meanwhile, Otto heads to the DMV to obtain his new license and Patty ends up being the one responsible for his testing.

When she outlines the rules, she says that she will use a green pen if he does well or a red pen if he does poorly. Otto asks if she was born a man and she leaves the green pen behind. He subsequently fails every segment of the test...and misspells 'bus' on his written assignment.
8. What flavour of Squishee is Apu's own creation?

Answer: Chutney

Otto returns to his apartment to find his locks changed and an eviction notice on the door. He has no choice but to live on the streets. Bart finds him in the dumpster next to the Kwik-E-Mart when he stops in for a Squishee (getting Apu's recommendation of chutney flavour, much to his disgust when he finds out what it tastes like). Bart suggests that Otto come home with him; he can live in the garage instead of the dumpster. What results is a late night surprise jam session that wakes the family.
9. Otto is invited to live with the Simpson family. Does he get kicked out of the house?

It turns out that Otto has nowhere else to go-- he can't live in his parents' house. Marge and Homer decide that he can stay provided he pitches in. After a short time though, it's apparent he has no prospects. He isn't good at much else and he can't seem to get his license.
At the same time, Homer finds that Bart doesn't seem to want to play his guitar, and Bart admits he stopped trying to play since he didn't get it from the get-go. Homer's fine with this because he claims that "if something is too hard, it's not worth doing."
Things get worse. Homer gets fed up with Otto, and despite his being good with the kids, he's not good to live with. He gets kicked out.
10. Does Otto end up getting a driver's license?

Answer: Yes

While Otto is sure he'll have to fake his own death to get some money, Marge suggests he take the driving test one more time. Bart gives Otto the confidence he needs to study, but when he goes into the DMV and speaks to Patty, he lets it slip that his goal is to staple his license to Homer's head. This intrigues her and she not only gives him the answers to the written test, but ignores his failures during the road test, instead spending the time laughing at stories about Homer's incompetence.
Soon, despite his incompetence, Otto gets his probationary license and returns to work.
