Answer: Cinccino

For Cincinno, having evolved from Mincinno by the use of a Light Stone, it is actually impossible for it to learn Bullet Seed without the use of the Move Tutor. Ironically, Cincinno is also the only Normal-type of this generation who can learn Rock Blast by level up, and among three Pokemon that are not Rock-type that learn Rock Blast (the other two are Octillery and Wormadam in its Sandy Cloak).

Surprised? Detect and Snatch should be immediately eliminated from the possibilities as Porygon cannot learn them, leaving Magic Coat and Protect.

Magic Coat and Protect could have easily been Move X, as they are high-priority moves and will always hit faster (thus making Porygon faster despite Porygon-Z's obvious higher Speed), as any other move with a higher priority than Protect wouldn't have any effect on Porygon whatsoever (Magic Coat, Snatch, and Helping Hand only effect the user, except for Helping Hand, which only works in double and triple battles).

Magic Coat negates the effect of any and all status moves, which at first seems to fit within the story. Not so. Porygon was level 55, one level before it learns Magic Coat; therefore it couldn't be learned. Protect has a small fault in which 30% of Thunder moves in a rainstorm will hit. Porygon-Z could have easily bypassed the fault, thus defeating it with Thunder.
3. Meloetta, one of the last Pokemon in the National Dex up to Gen V, learns moves of many different types. At what two levels does Meloetta learn an attack move that does not give it STAB?

Answer: 26 and 43

Meloetta learns Acrobatics (a Flying-type move) at Level 26 and U-turn (a Bug-type move) at Level 43. Since Meloetta is Normal/Psychic OR Normal/Fighting type, it does not gain STAB.

Blissey held the infamous title of the highest HP of any Pokemon, at Base 255, with Chansey holding a close second at Base 250 HP. Snorlax comes at a Base 160 HP (#6 overall), Slaking falling right behind at Base 150 HP (#7 overall). Wigglytuff falls another 10 HP behind at Base 140 HP (#12 overall), and finally and surprisingly, Munchlax, coming in at Base 135 HP (#13 overall).

Weather Ball can be a total of six different types: Normal (under no weather condition or fog), Fire (under a sunny condition), Water (under a rainy condition), Ice (under a hail condition), Rock (under a Sandstorm condition), and ???-type (under a Shadow Sky condition).
