Answer: Butters

In "Good Times With Weapons", the boys end up lying to purchase cheap Japanese weapons from a local fair, sparking an intense battle between themselves and another group of boys and between themselves and Butters' Professor Chaos. One of these battles ends when Kenny throws a ninja star, hitting Butters in the eye, and they have to fight to get him to a doctor or, as they later try, a veterinarian. Ultimately, the town finds out the boys bought weapons, but the thought pales when Cartman is caught naked in front of the entire town during an auction, and that just happens to be more offensive.

Wendy was confused by the furor surrounding Guess's new "spokesperson model." When she tried to find out what Paris Hilton did, she wasn't really able to get a straight answer. Hilton was there to announce the opening of her new store, Stupid Spoiled Whore!

The boys were making such a scene that the salesman was uncomfortable and gave the boys the weapons. The technique was clearly a time-tested one, and Stan mused, "That's like the 12th time that's worked!"

All the other kids thought Cartman's plan was moronic and either didn't believe he'd go through with it or actually cautioned him against it. Kyle, however, seemed excited about the idea of his bullying friend sustaining some injury and egged him on. After making a little speech, Cartman did jump, and landed face-down in the snow. The other kids watched Cartman's motionless body for a few moments before silently walking away!

All of this happens in "Up the Down Steroids" when Jimmy and Timmy work and train together to take on their opponents in the South Park Special Olympics. Jimmy gets involved in steroid abuse and forges ahead, but soon learns the destructive nature of the drugs. Cartman, meanwhile, doesn't learn too valuable a lesson when he decides to get into the competition, faking his way in as a mentally disabled child. He's found out in the end, but not until he loses to his competition in virtually every event.

This forces Kyle to change his ways, fighting to atone for his peoples' sins. Cartman, meanwhile, leads an Anti-Semitic march through town, taking advantage of everyone else's ignorance. In the end, everything sorts itself out, with a nearly-naked Mel Gibson chasing Stan and Kenny through town and proving everything a bit too out-of-hand.

She was sobbing over her dead dog when she saw Butters playing in his yard and ordered her driver to stop. She announced, "Look at how cute. I want that! I want that!" Professor Chaos had trapped Stan and Kyle under a spider web and Cartman was using his powers to turn Kyle into a chicken. The boys immediately ran to help Butters, but there was some disagreement about how best to do that. Cartman proclaimed that they needed to "kill Butters and bury him in Kyle's backyard" and Stan was shocked to find that Kyle agreed! Kyle explained, "You don't understand what my mom will do to me if she finds out I was playing with weapons!"

Then Deets held up a mannequin missing its arms and legs and had a conversation with it, calling it "Mother." As Deets walked away, Kyle again tried unsuccessfully to get the detectives' attention.

Stan asked, "Dad, how come Wall-Mart is able to sell everything so cheap?" and his father explained: "It's simple economics, son. I don't understand it at all. But God, I love it."
