Each victor of the Hunger Games became a mentor to future tributes. They would teach the tributes fighting and survival techniques, and line up sponsorships to give their tributes the best chance to win. The Quarter Quell was held every 25 years in remembrance of the Dark Days.

In a Quarter Quell, the celebrations and festivities surrounding the Hunger Games were hyped up even more than usual. There was always an extra sinister twist to the Games in a Quarter Quell. For example, the 50th Hunger Games (the second Quarter Quell) required that twice the number of tributes from each district be selected. That meant that instead of 24 tributes, there were 48, and still only one victor. That was the year that Haymitch Abernathy won the title.

After the Dark Days, when the laws for Panem and the Hunger Games were put in place, every 25 years marked a Quarter Quell. As Katniss herself said in "Catching Fire", a Quarter Quell was a "more glorified version of the Games to make fresh the memory of those killed by the districts' rebellion." The first Quarter Quell required that each district vote on the tributes that would be sent into the arena.

The second Quarter Quell required that twice the number of tributes to be reaped. The third Quarter Quell, in more simple terms, required that past victors from each district be the ones selected for the Hunger Games. If you were a male or female victor from the previous Games, your name would go into the reaping ball with other victors from your district. District 12 had two victors before Katniss and Peeta, Haymitch Abernathy, and a victor who was deceased. Once Peeta and Katniss won the 74th Hunger Games, District 12 had three victors to choose from. Peeta and Haymitch were the only two males to choose from, but Katniss was the only female victor from District 12, which meant that she would automatically be selected for the Quarter Quell.

She responded by attacking Haymitch with her fingernails. She was taken back to her hospital room and sedated. Gale Hawthorne visited her a while later and gently informed her that, even though her family was safe in District 13, District 12 had been completely destroyed.
