Snow was discussing Katniss pulling out the poisonous Nightlock berries in the last Hunger Games. He said that he had a problem that started when Katniss pulled out the Nightlock. Katniss knew that if it came to Katniss and Peeta both living, or both dying, the Gamemakers would prefer that they both live. Snow then stated this, and said, "But he (Seneca Crane) had an unfortunate sentimental streak. So here you are. Can you guess where he is?" This last statement implied that Crane had been executed for his failure.

Each victor of the Hunger Games became a mentor to future tributes. They would teach the tributes fighting and survival techniques, and line up sponsorships to give their tributes the best chance to win. The Quarter Quell was held every 25 years in remembrance of the Dark Days.

In a Quarter Quell, the celebrations and festivities surrounding the Hunger Games were hyped up even more than usual. There was always an extra sinister twist to the Games in a Quarter Quell. For example, the 50th Hunger Games (the second Quarter Quell) required that twice the number of tributes from each district be selected. That meant that instead of 24 tributes, there were 48, and still only one victor. That was the year that Haymitch Abernathy won the title.

Each victor is required to have a "talent". A victor's talent was something that they did to occupy their time since working was no longer necessary. Some tributes found talents that were appealing to them, while other tributes, like Katniss, had their talents chosen for them. Katniss' "talent" was designing clothes. Cinna, her stylist, was the one who selected her talent and promised Katniss that he would do all the work for her. Peeta's talent was painting.

The paintings he showed Katniss on the train were depictions of events that took place during their Hunger Games together. Katniss told Peeta that, even though they were rather amazing, she hated them, because of the bad memories associated with them.

Katniss saw footage of the uprising in District Eight on Mayor Undersee's television. President Snow told Katniss to subdue the district's urge to rebel by convincing them that she was madly in love with Peeta when she pulled out the Nightlock berries in the Hunger Games.

He wanted the districts to believe that her actions to save herself and Peeta in the Games were out of love, not rebellion against the Capitol. District Eight obviously didn't buy it, and eventually rebelled. The second Quarter Quell required that twice the number of tributes to be reaped. If you were a male or female victor from the previous Games, your name would go into the reaping ball with other victors from your district. District 12 had two victors before Katniss and Peeta, Haymitch Abernathy, and a victor who was deceased. Once Peeta and Katniss won the 74th Hunger Games, District 12 had three victors to choose from. Peeta and Haymitch were the only two males to choose from, but Katniss was the only female victor from District 12, which meant that she would automatically be selected for the Quarter Quell.

Cinna assured Katniss that he always put all of his emotions into what he was working on, so he wouldn't hurt anyone. This was evident after the interviews when he turned Katniss' wedding dress into Mockingjay feathers. It was meant to inspire the rebellion around Panem, and Cinna knew he would pay for it.

He made sure he didn't hurt anyone else with his emotions or his work, and was willing to accept whatever happened to him. He was eventually beaten to death by Capitol Peacekeepers just before Katniss and the other tributes were launched into the arena.

Haymitch told Katniss to remember who the real enemy was: the Capitol. They were the ones who forced tributes into arenas year after year and kept districts in line through fear. Haymitch knew the rebellion was in motion and that part of the plan was to keep Peeta and Katniss alive and free them from the Quarter Quell arena.

He knew Katniss would be a vital part of the escape plan and the rebellion, and wanted her to remember who she was truly fighting. This line was actually what led Katniss to realize the escape plan at the end.

Katniss responded to Finnick's question by saying, "Just avoid mirrors. You'll forget about it." Trying to get as much enjoyment from life as possible, Katniss and Finnick used the ointment on their faces to wake Peeta from his sleep. Getting a good laugh was something they weren't going to have much of in the arena. Thankfully, their time was not over after the Quarter Quell!

She responded by attacking Haymitch with her fingernails. She was taken back to her hospital room and sedated. Gale Hawthorne visited her a while later and gently informed her that, even though her family was safe in District 13, District 12 had been completely destroyed.
