Earth Force One is the ship that the president always takes when he travels. It was this ship that exploded in "Chrysalis," killing the president.

Lianna Kemmer is the daughter of Frank Kemmer, a shuttle pilot on Europe. He died in a shuttle accident 17 earlier, which was blamed on negligence by Garibaldi. Lianna didn't forgive Garibaldi until after he was cleared of involvement in the bomb in this episode.

Sinclair confronts Kemmer that she is unfairly judging Garibaldi and that she is prejudiced against him based on his past. He suggests that she try and approach the investigation in an unbiased manner.

Babylon 5 is being presented with a new fighter wing, which we learn later is Zeta Squadron. He is also using this as an opportunity to try and gain support for his new alien trade and immigration polices, as they are to be voted on by the Senate soon.

General Netter is her superior officer. She contacts him so that he can order Sinclair to follow Kemmer's orders as she is head of presidential security. She feals that Sinclair is interfering in her investigation of Garibaldi and the bomb.

Cutter placed the map and the Centauri currency in Garibaldi's quarters and planted the second bomb in the maintenance bay. After checking his bank accounts, they found that he had recently received a large sum of money, which he withdrew in Centauri currency.

Answer: G'Kar

Garibaldi first approaches Londo about the frame, since it was Centauri currency that was found in his quarters. Londo directs him instead to G'Kar, since he thinks G'Kar might have the means and motive to frame Garibaldi. He goes to G'Kar's quarters, where G'Kar is waiting for him. G'Kar says the above line while explaining how he knew that Garibaldi would be coming to see him.

Garibaldi succumbs to his alcoholic tendencies while hiding from security in Downbelow. He is caught by the security officers Major Kemmer when he leaves the bar. She says the above line and he pictures her as a little girl, 17 years ago, saying the same thing.

In order to keep Major Kemmer from contacting General Netter, Ivanova orders this maintenance check. The tech working in C&C says that this will tie up communications for hours. Sinclair and Ivanova are hoping that this will stall Major Kemmer's search so that Sinclair can find Garibaldi first.

It doesn't work well since Major Kemmer contacts the general from her ship, and finds Garibaldi first.

Garibaldi and Sinclair share a very friendly conversation after he has been cleared of the sabotage. Garibaldi worries about what could have happened and what might happen if he were to crawl back into the bottle again. Sinclair says the above line during this conversation.

This is an interesting scene, since we now know that Garibaldi got off easy this time, since we have seen him totally immersed in the bottle in season 5.
