Answer: C.J. Cregg

In Sam and Toby's first scene, they were going over a speech Sam wrote on pilgrims and Toby showed he did not like the content of the words. C.J. entered the room where they were and asked them if they had heard of the Jamestown Daughters of the American Revolution Preservation Society.

They had not heard of them so C.J. stated they had invited The White House to participate in a Thanksgiving Day reenactment of the days when the pilgrims arrived.

C.J. began to argue with both Sam and Toby regarding the history surrounding Thanksgiving and that is when Josh entered the room.
