The Dove Commission is involved with a report that catches corruption in the NYPD and because of it, many officers have been placed in jail. The Dove Commission is at a celebration for the release of the report (which is set to release the following day), but the party was attacked by a man with a rifle. Shots killed the head of the commission, Dan Stanwyk, and his dance partner while they were dancing in the middle of the room.

The dance partner's name is Charlotte DuBois, and while interrogating another woman, Mac discovers that she was from Kentucky. Stella notices that all of the bullets are misshapen and the windows are broken so bad that they can't figure out where the shooter was standing.

However, Stella realizes that a rifle was used in the murder.

While Mac comes in to check on Hawkes' autopsy, Hawkes puts away the brain that he is examining and preparing. He mentions that you must take the time to pickle the brain or else it's almost like dissecting a pile of Jell-o. Hawkes goes over the wounds that Stanwyk got from the bullets and even mentions that one went through both his body and Charlotte DuBois'.

After this, Mac gets a copy of the Dove Commission report. Across town, Aiden and Danny investigate the death of a gypsy cab driver. His money was taken and he was brutally stabbed.

A transit worker who came up for a break from a nearby subway terminal found the body.

In order to find out if the shooter at the party was mentioned in the Dove Commission Report, Mac snags a copy from a friend by sneaking in when they called in sick. Using this info he talks to Chief Vince Robinson who was mentioned in the report. Mac checks Vince's hands for gunshot residue and actually finds some, but Vince claims that he just returned from the shooting range.
Meanwhile, Hawkes performs the autopsy on Fernando Reyes, the cab driver, and blood under the victim's fingernails (which turns out to be female). This victim's throat was slit.

Answer: Antonio

After the blood sample comes up with no match, Danny and Aiden check the cab that Fernando was driving. Here they find a picture of Antonio as well as a business card and chewing gum. Antonio, who is now much older than he was in the picture, isn't surprised to find that his father is dead.
Meanwhile, Stella and Mac find that there were two shooters at the Dove Commission party, but they weren't using sniper rifles.

Answer: Vultures

After discovering that the bullets at the crime scene had traces of tin (while Vince Robertson's gunshot residue didn't), Mac asks Flack to get a hold of the tape that the reporters were using to film the Dove Commission party. Despite the fact that Flack called the reporter a vulture when he tried to film the aftermath, he later gets hold of the video.
Meanwhile, Danny freezes the chewing gum out of the business card and finds that it belonged to Gavin Arnold. When they question him, he claims that he never used a gypsy cab, but he slipped a stripper his business card the previous night.

Answer: Savannah

Mac and Stella discover that their bullets came from a TARU (NYPD mini-helicopter), which has two firing rifles mounted onto it. Since the helicopter is remote-controlled, the murderer wouldn't need to be shooting from a nearby building. They also process the thermal camera on the chopper. At the club that Gavin Arnold visited the previous night, Danny and Stella meet Savannah, who was given the card.

The previous night, she got a ride from Fernando and after leaving the cab she was attacked.

She claims that Fernando came to her rescue and that she was scratched by her cat (to explain the scratch under her eye).

On Savannah's clothes, Aiden finds traces of metal and a strand of hair that may possibly be from her attacker. After running a scan, they also find that Savannah's DNA doesn't match the blood under Reyes' fingernails. Instead, the hair on the clothes match the blood.
Using Pass 'N Go Mac discovers that the only man authorized to fly TARU could not have used the chopper as a murder weapon.

Answer: Steel

Due to a genetic mutation on the Y chromosome, Danny, Aiden, and Dr. Giles hypothesize that the murderer was actually a male suspect. This together with the steel takes them back to the subway where they pull Paul Baxter (the witness) out for an interrogation.
Meanwhile, Stella investigates Commissioner Stanwyk's clothes and finds a lipstick smudge that doesn't match Charlotte DuBois'.

Using the helicopter's thermal video and the new footage from the party, Mac and Stella find that Charlotte DuBois wasn't simply in the wrong place at the wrong time- she was a target.
In jail, Aiden and Danny talk to Paul Baxter who admits to trying to rape Jamie "Savannah" Banks. He killed Fernando when he got involved. After the case is closed, Danny talks to Antonio Reyes and says that he and his family were beaten by a gypsy cab driver before. He ends up apologizing to Antonio for everything.

After finding that the lipstick from Stanwyk's shirt was from Grace Walderson (Charlotte DuBois' friend), Mac finds a print on the TARU helicopter's battery. This leads him and Stella to the murderer, Bill Markoni. Markoni was the one pressuring Mac to put the other suspects away despite the fact that there was no evidence proving that they did it. Markoni's prints were on the battery and his Pass 'N Go pictures proved that he was driving a TARU truck before the incident. Markoni fesses up and says that he killed Stanwyk on purpose, but he also tried to kill Grace Walderson because they were in love.
