Tommy Carcetti had initially been rebuffed when he approached Burrell, asking about any issues that had been neglected by the mayor. Burrell told him that he wouldn't violate the chain of command. But after Carcetti skewered Burrell at a council meeting, Major Valchek convinced Burrell that he should try to work with Carcetti. So Burrell shared with Carcetti some of the issues that he hadn't been able to resolve with the mayor, such as the cancellation of the next police academy class.
2. Lieutenant Daniels was separated from his wife in season three. Why did he continue to appear with her in public to give the impression that they were together?

Answer: She was running for city council and wanted a "uniform" next to her.

Marla Daniels was bitterly disappointed when her husband revoked his retirement papers; she wanted him to go to law school. Their marriage disintegrated, and he moved out. He started a relationship with ADA Rhonda Pearlman but kept it under wraps so that he could appear with his estranged wife in public.

She was running for city council and believed that having a police lieutenant in his dress uniform at her side would help her campaign. He felt he owed it to her.

The mayor had put pressure on the police department to reduce crime, and Major Bunny Colvin decided to do so by moving all of the drug dealers away from the residential areas to some abandoned parts of town. They were told that as long as they stayed in the designated spots, they could ply their trade without interference from the police. Detective Herc told them that it was like Amsterdam, but the dealers didn't understand what he meant and started calling it Hamsterdam.
4. In season three, who determined that D'Angelo Barksdale's death in prison was not a suicide?

Answer: Detective McNulty

McNulty learned that D'Angelo Barksdale had committed suicide in jail, but he found it hard to believe. He investigated the case, went out to the jail and tried to see if he could hang himself on the door knob. When he found that he couldn't, he realized that Barksdale had been murdered, and he gave the information to Barksdale's girlfriend, Donette.

She told Barksdale's mother, Brianna, and when Briana asked McNulty why he hadn't come to her with the information, he said he thought he should go to someone who actually cared about D'Angelo.
5. Where did Herc and Carver run into Bodie and Poot after hours in season three?

In what turned out to be an awkward moment for the officers, Herc and Carver and their dates ran into Bodie and Poot and their dates leaving a movie theatre. Bodie told his girlfriend that Herc and Carver were constantly harassing them out on the streets, and as they were leaving, Bodie said "see you tomorrow" to the policemen.

He had died following heart surgery, and the wake for Cole, a minor character on the show, was a tribute to Colesberry.

McNulty and Teresa D'Agostino had met at a school event and had had an immediate physical attraction, but the relationship fizzled when they went out to dinner and actually talked to each other. McNulty said she made him feel stupid and that she looked right through him.

But she called him again and asked him out. When she quickly steered the conversation towards Major Bunny Colvin's Hamsterdam, McNulty realized she just wanted to get information from him, and he walked out on her.

McNulty and Prez had been out picking up Chinese food for the police detail when a call came over the radio about a shooting in the vicinity. They split up and went looking for the shooter on foot. Prez saw a man with a gun and shot him, but when McNulty arrived he found the man's badge. Prez apparently hadn't identified himself as a policeman before shooting, so the other cop had no time to identify himself either.

Several members of the police had become increasingly frustrated with Major Colvin's operation. They didn't believe that they should have to stand around and watch drug trafficking and not be able to do anything about it. The final straw for Herc was when a body was found inside of the Hamsterdam area, and Sergeant Carver decided to move the body out of the area so that it wouldn't jeopardize Colvin's operation.

Herc refused and then called a reporter to tell him about Hamsterdam.
10. In season three, the drug dealers were using disposable cell phones, which made it difficult for the police to use a wire. How did the police finally get around this problem?

Answer: They sold the dealers pre-wiretapped cell phones.

The police were able to switch Bodie's phone, but it took several days for the cell phone company to process the court order for a wire tap. By the time the wire was up and running, the police were only able to use it for thirty hours before the dealers switched phones. McNulty and Greggs had followed Bernard, the Barksdale crew's phone buyer, as he traveled to surrounding areas to pick up the phones at various convenience stores. Detective Freamon came up with the idea of selling the dealers phones that had already been set up with a wire, and with the help of Bubbles, he was able to convince Bernard to buy them while he was working undercover as a phone salesman.
